The Environmental Protection Agency has finalized regulations addressing occupational health risks from methylene chloride exposure. This chlorinated organic solvent serves multiple industrial purposes including paint stripping, coating removal, adhesive manufacturing, pharmaceutical production, and polyurethane foam creation. Due to its toxicity and carcinogenicity, the new rule establishes three primary safeguards: restricting consumer access, limiting industrial and commercial applications, and shielding workers from dangerous occupational exposures.
Workplace Chemical Protection Program Requirements
The regulation mandates a written workplace chemical protection program (WCPP) for operations using methylene chloride under 13 permitted conditions. These include construction, manufacturing, processing, laboratory work, and disposal operations. The WCPP establishes inhalation exposure concentration limits which are significantly lower than existing Federal OSHA and Cal/OSHA standards.
Programs must incorporate the hierarchy of controls: elimination, substitution, engineering controls, administrative measures, work practices, and personal protective equipment as a final resort.
