Eaton Aerospace Confined Space Assessment & OSHA Compliance

Citadel EHS was retained by Eaton Aerospace Group, Mission Systems Division to perform a facility-wide confined space assessment and hazard classification at its Davenport, Iowa facility. The project was designed to help Eaton identify and classify confined and enclosed spaces, strengthen worker and contractor safety, and maintain clear documentation supporting compliance with applicable 29 CFR OSHA confined space requirements.

Eaton had previously identified approximately 24 permit-required confined spaces (PRCS) at the facility. Working alongside Eaton personnel, Citadel evaluated each of these locations and conducted a facility walkthrough to identify additional spaces that could potentially qualify as permit-required confined spaces, non-permit-required confined spaces (NPRCS), or enclosed spaces.

Citadel evaluated each space individually using a standardized confined space hazard evaluation developed for the project. The assessment considered the characteristics and potential hazards associated with each space to establish an appropriate classification and provide consistent documentation across the facility.

The resulting assessment provided Eaton with a clearer inventory and classification framework for managing confined spaces and communicating requirements to employees, contractors, facility personnel, auditors, and other stakeholders. The documentation also provided a practical foundation for ongoing confined space safety management as facility conditions, equipment, and operations evolve.

This project demonstrates Citadel's ability to combine industrial hygiene, occupational safety, regulatory compliance, and facility-level hazard assessment within an active aerospace and manufacturing environment.
