
Citadel EHS provides comprehensive construction dust monitoring, air quality compliance, and regulatory oversight services to The Nature Conservancy for the Taylor Yard Parcel G-1 / Bowtie Wetland Demonstration Project — a high-profile urban restoration at the northern end of the former Union Pacific Taylor Yard railyard, adjacent to the Los Angeles River, conducted under DTSC oversight and in full compliance with SCAQMD Rule 1466.
The project involves excavation and removal of shallow, impacted soils to support a flow-through wetland system, public access features, and native habitat improvements — environmentally sensitive work beside an urban river corridor, with communities and sensitive receptors nearby.
Citadel prepared and implemented a site-specific Dust Monitoring and Control Plan governing excavation and soil handling — dust mitigation measures, perimeter PM10 and meteorological monitoring, exceedance response procedures, and reporting protocols. During active soil removal, Citadel provided an SCAQMD-certified on-site Dust Control Supervisor and continuous, real-time PM10 monitoring at upwind and downwind perimeter locations, actively managing Rule 1466 exceedance responses: temporary work stoppages, enhanced suppression, equipment adjustments, and contractor coordination on contributing factors.
All exceedances were documented and reported to SCAQMD within required timeframes with prompt corrective action. Citadel maintained detailed records — monitoring data, calibration and maintenance, health and safety documentation, field observations, and compliance logs — culminating in a Rule 1466 Dust Monitoring Closeout Report confirming all requirements were satisfied.
