Be Well Irvine Campus

California Commercial Real Estate Services manages the Be Well Irvine Campus Project, a proposed redevelopment in Irvine, California, designed to address critical mental health and substance abuse treatment needs for Orange County residents. The site is located within and adjacent to the southwestern boundary of the former Marine Corps Air Station (MCAS) El Toro and includes buildings previously used for warehouse, storage, office, and training operations. The facilities were decommissioned in 1999.

As part of the campus redevelopment, the existing buildings were scheduled for demolition. Citadel EHS performed comprehensive Environmentally Regulated Materials (ERM) surveys and prepared Procedure 5 Notification documents for submittal to the South Coast Air Quality Management District (SCAQMD) in compliance with Rule 1403. Deliverables included detailed drawings identifying regulated materials, quantities requiring removal, and abatement methodologies.

Citadel EHS conducted building walk-through inspections followed by asbestos and lead sampling, including testing of asbestos-containing materials (ACMs/ACCMs) and lead-containing materials (LCMs) using X-ray fluorescence (XRF) analysis. Citadel also provided asbestos and lead abatement oversight and clearance services during removal activities.

During excavation and grading operations, Citadel EHS implemented a perimeter PM10 dust monitoring program to demonstrate compliance with SCAQMD Rules 403 and 1466. Monitoring equipment was installed at upwind and downwind locations to continuously collect PM10 air quality data. Data were evaluated against regulatory thresholds of 25 µg/m³ (Rule 1466) and 50 µg/m³ (Rule 403), calculated as the difference between upwind and downwind concentrations, with proactive alerts provided to support corrective actions if needed.

Citadel EHS also served as the On-Site Dust Control Supervisor, performing equipment inspections, calibration and precision testing, documenting earth-moving activities and soil volumes, and inspecting and logging stockpiles. Through integrated environmental consulting services, Citadel EHS supported compliance with SCAQMD Rules 1403, 403, and 1466 throughout the demolition and site redevelopment process.
