Citadel EHS was retained by Cadence Academy Preschool to perform lead in drinking water testing at two licensed child care centers in the Valencia neighborhood of Santa Clarita, in response to CDSS Provider Information Notice 21-21-CCP, which outlines mandatory lead sampling and reporting requirements for Child Care Centers under Assembly Bill 2370.
Both facilities needed compliant sampling plans, properly prioritized drinking water outlets, accredited laboratory analysis, and complete CDSS documentation — on the regulatory timeline and with minimal disruption to operating preschools.
Citadel prepared a Lead Sampling Plan per AB-2370 guidance — identifying sampling locations, prioritizing outlets, and defining sample types, collection procedures, and timing. Citadel collected first-draw and 30-second flush samples from fixtures used for drinking and food preparation (20 first-draw + 1 flush at Newhall Ranch Road; 12 first-draw + 1 flush at Wiley Canyon Road), with analysis for total lead by EPA Method 200.8 at a California ELAP-accredited laboratory. Citadel also completed all CDSS-required documentation, including the External Self-Certification Samples Form, Sampling Checklist, and facility sketches.
No drinking water sample exceeded the CDSS action level of 5.0 ppb for lead — no corrective actions were required at either preschool. Under AB-2370, the facilities repeat testing every five years following the initial sampling event.
