Citadel EHS was retained by the California Department of Transportation (Caltrans) Legal Division to provide environmental and engineering expert witness services in connection with litigation arising from a major flood event in Tulare County, California. The engagement supports Caltrans attorneys in evaluating complex technical issues associated with potential liability and alleged property damages.

Led by Citadel Principal Loren Witkin, the expert consulting team is available to review and analyze project documents and records, inspect relevant locations, structures and properties, and provide technical opinions regarding potential Caltrans liability and claimed damages. Citadel's role may also include consultation and strategic technical advice to Caltrans counsel, as well as expert testimony during depositions, arbitration and trial when required.

The engagement demonstrates Citadel's ability to translate complex environmental, engineering and built-environment conditions into defensible technical analysis for legal proceedings.
