LAX ConRAC / Manchester Square Redevelopment

Citadel EHS provided multidisciplinary environmental consulting and construction-phase support for the redevelopment of the Manchester Square neighborhood associated with the new LAX Consolidated Rent-A-Car (ConRAC) facility. Working initially with Myers-Griffith and subsequently with PCL Construction, Citadel supported the project from pre-demolition assessment through abatement, excavation, grading, and active construction.

The large-scale redevelopment required environmental evaluation of a diverse urban site. Citadel performed hazardous materials surveys of more than 30 residential and community properties, ranging from single-family homes and multi-story apartment buildings to a motel, charter school campus, police station, and fire training facility. Citadel also evaluated roadways and more than 10,000 feet of subsurface utilities and conducted soil sampling for hazardous contaminants across the project site and in areas of prior use of concern.

Prior to and during demolition, Citadel provided oversight of asbestos abatement and lead removal from structures and subsurface utilities. As grading and excavation progressed, Citadel performed soil monitoring to help the construction team identify and appropriately manage environmental conditions encountered during earthwork.

Citadel's involvement continued throughout construction as the project's Qualified Stormwater Practitioner (QSP), supporting SWPPP implementation through BMP inspections, sampling, training, and annual reporting. Citadel also served as the Construction Site Environmental Management Supervisor (CSEMS), functioning as a liaison between LAWA and PCL on environmental matters including air emissions, dust, and non-stormwater releases.

To address potential construction impacts on the surrounding community, Citadel conducted perimeter noise monitoring to establish baseline conditions and evaluate construction noise beyond the project boundaries. Citadel subsequently developed a Noise Mitigation Plan to help maintain noise levels within required limits and reduce impacts to neighboring properties.

Through integrated hazardous materials, environmental, stormwater, and construction-compliance support, Citadel helped the project team manage environmental risks across multiple phases of this complex LAX redevelopment.
