Major Refinery Conversion

Citadel EHS has provided multidisciplinary environmental, industrial hygiene, safety, and regulatory compliance support for the decommissioning and conversion of a major legacy asphalt and petroleum refinery into a renewable fuels production facility in Los Angeles County.

Selected through a competitive process in which relevant industrial experience and safety performance were key considerations, Citadel has supported the multi-year program through demolition, decommissioning, abatement, site preparation, and construction-related activities. Working within an active, high-risk industrial environment, Citadel coordinated closely with the owner, general contractors, subcontractors, and specialty abatement and demolition teams to help manage environmental and worker-safety requirements while maintaining project progress.

Citadel’s work spans multiple disciplines and project phases. Services have included review of existing building documentation and contractor work plans; hazardous materials abatement oversight; ambient dust and particulate monitoring; industrial hygiene and worker exposure monitoring for airborne contaminants, VOCs, and noise; soil monitoring and waste characterization support; and technical documentation and close-out reporting.

As construction and conversion activities progressed, Citadel’s role expanded to include construction safety oversight, stormwater compliance and SWPPP support, VOC and other ambient monitoring, and assistance with mitigation measures associated with greenhouse gas emissions. Citadel personnel participated in project planning and coordination meetings and provided technical support as changing field conditions and construction activities required.

The project demonstrates Citadel’s ability to integrate environmental compliance, industrial hygiene, hazardous materials, construction safety, air monitoring, soil management, and stormwater compliance within a single complex energy and industrial program. This multidisciplinary approach provides owners and contractors with experienced field support capable of responding to the environmental, health, and safety challenges inherent in refinery decommissioning, demolition, redevelopment, and energy infrastructure construction.

Citadel has continuously supported this high-visibility, multi-year program while maintaining a zero-reportable safety record under the documented project period.
