Hollywood Park & SoFi Stadium

Citadel EHS provided comprehensive environmental consulting, hazardous materials management, environmental compliance, and air quality monitoring services during the redevelopment of the former Hollywood Park Racetrack property in Inglewood, California.

The redevelopment transformed the historic site into Hollywood Park, a mixed-use entertainment destination anchored by SoFi Stadium, home of the Los Angeles Rams and Los Angeles Chargers.

Citadel was initially retained by Wilson Meany Sullivan/Hollywood Park Land Company and later by Turner Construction Company to support environmental planning, demolition, grading, and construction activities across the redevelopment site.

As part of the project, Citadel conducted comprehensive Environmentally Regulated Materials (ERM) surveys covering more than 500,000 square feet of structures and site improvements scheduled for demolition.

The surveys identified and documented asbestos-containing materials, lead-containing materials, PCB-containing equipment and caulking, universal wastes, electronic wastes, and ozone-depleting substances requiring proper management and removal prior to demolition activities. Citadel prepared hazardous materials removal specifications, developed regulatory work plans, and provided monitoring and compliance oversight during abatement and demolition operations.

During site grading and redevelopment activities, Citadel implemented a fenceline dust monitoring program designed to maintain compliance with South Coast Air Quality Management District (SCAQMD) requirements. The monitoring network included multiple real-time particulate monitoring stations strategically positioned around the site to evaluate PM10 concentrations and assess construction-related dust impacts. Monitoring data was collected continuously, analyzed, and compiled into compliance reports to support ongoing construction operations.

In addition to environmental compliance monitoring, Citadel performed Phase II environmental site assessment activities, including soil sampling and characterization to support redevelopment planning and construction activities. Through proactive environmental management, regulatory compliance support, hazardous materials consulting, and long-term air quality monitoring, Citadel helped facilitate the successful redevelopment of one of Southern California’s most significant sports and entertainment projects.
