Citadel EHS provided comprehensive environmental, hazardous materials, industrial hygiene, and remediation consulting in support of the Long Beach Civic Center redevelopment in Long Beach, California. The project involved replacement and modernization of aging civic facilities, including City Hall, the Main Library, Lincoln Park, and surrounding site improvements.
As part of redevelopment planning, Citadel completed an expedited environmentally regulated materials survey across approximately 395,585 square feet in less than 40 days. Investigations addressed asbestos-containing materials, lead-containing materials, PCBs, universal and electronic wastes, and ozone-depleting substances across major structures and site areas. Citadel mobilized up to six field professionals to meet the aggressive schedule while performing sampling in accordance with applicable EPA, Cal/OSHA, SCAQMD, and Cal/DPH requirements.
Citadel's role continued through abatement, remediation, demolition, and construction, including preparation of bid documents, contractor procurement support, hazardous materials removal oversight, soil sampling and analysis, hazardous soil waste characterization and disposal support, and underground storage tank removal and closure reporting. During construction, Citadel also performed worker exposure monitoring for respirable crystalline silica associated with activities such as sawing, drilling, jackhammering, and grinding, and updated the project's Silica Dust Control Plan under Certified Industrial Hygienist oversight.
By integrating environmental investigation, remediation, industrial hygiene, and construction support, Citadel helped Clark Construction and the City of Long Beach proactively manage environmental risk throughout a complex, high-profile civic redevelopment. The multidisciplinary approach helped identify regulated materials before they affected construction, support safe removal and disposal, protect workers during active construction, and keep redevelopment activities moving forward with appropriate regulatory documentation and controls.
