Citadel EHS provides ongoing health, safety, and industrial hygiene consulting support to the City of Oceanside, helping the City maintain compliance with applicable local, state, and federal occupational health and safety requirements. The engagement supports a complex municipal organization whose operations span public safety, parks and recreation, public works, water utilities, and water and wastewater treatment.
Citadel began the engagement with a comprehensive review of the City’s health and safety programs, combining employee interviews, facility walkthroughs, and evaluations of written programs, safety documentation, training calendars, and employee training matrices. The review addressed critical programs including confined space, hazard communication, heat illness prevention, injury and illness prevention, fall protection, lockout/tagout, respiratory protection, emergency action planning, bloodborne pathogens, and safe work practices.
Citadel also provides health and safety support to the City’s Water Division facilities, including the Robert A. Weese Water Filtration Plant, Mission Basin Groundwater Purification Facility, and Pure Water Filtration Plant, bringing practical safety expertise into complex municipal utility and treatment operations.
As part of Citadel’s broader support for the City of Oceanside, the team conducted an industrial hygiene assessment at the City’s outdoor firing range to evaluate occupational exposure to lead and noise during live-fire activities. The assessment included personal breathing-zone air sampling, noise dosimetry, task-based exposure monitoring, and surface wipe sampling for settled lead dust.
The work provided the City with site-specific exposure data to support employee protection and compliance with applicable Cal/OSHA requirements for lead and airborne contaminants.
Through this ongoing partnership, Citadel serves as an extension of the City’s team, helping translate regulatory requirements into practical programs, training, inspections, and day-to-day safety support across municipal operations.
