City of Thousand Oaks Comprehensive Health & Safety Program

Citadel EHS was contacted by the City of Thousand Oaks to provide supplemental health and safety support, primarily to its Department of Public Works, including the development of a comprehensive industrial hygiene program. Citadel performed a comprehensive audit of the City's safety program to identify areas for increased attention and improvement, including additional monitoring for exposure to various hazards, recommended policies and procedures for review and updating, and recommended structural opportunities to improve the City's culture of safety. Programs evaluated included bloodborne pathogens, fire safety, emergency action plans, chemical spill response, chemical and hazardous material storage practices, fall protection, and lockout/tagout.

The final audit report included an executive summary, summary of findings, description of industry best practices, recommendations for improvements, and plans for implementation. Citadel was subsequently contracted to assist the City with implementation of the recommendations identified in the safety audit. Specific project tasks included hazard assessments, industrial hygiene surveys, inspections, and training. Citadel also formed and led an internal safety committee to engage workers and improve culture.

In 2023, the City awarded Citadel a second, multi-year contract to develop a more effective training program, build and launch an internal health and safety audit program, and prepare policies and programs to comply with regulatory requirements and best practices.
