From more than 10 years, Citadel EHS (Citadel) provided staff outsourcing to the Exxon Mobil refinery in Torrance, California. We maintained a full-time, on-site staff ranging from 5 to 14 employees to assist with regulatory interface and environmental compliance for Hazardous and Environmentally Regulated Materials (ERM), Industrial Hygiene, as well as general environmental management including database development and management.
Citadel provided daily services in ERM consulting, including the survey for Asbestos Containing Materials, Lead Based Paint Containing Materials throughout the refinery. Citadel assisted in the creation of an on-site database to manage the materials, and all staff is fully trained in the use of ExxonMobil software to manage hazardous materials.
Citadel regularly provided Job Hazard Analysis, which included: Mercury and Hexavalent Chromium bulk and air sampling, Noise Monitoring, Ionizing and Non-ionizing Radiation Sampling, Hot Environments, and Confined Space monitoring. We have also performed ventilation surveys, safety audits, equipment maintenance and calibration, and quality assurance/quality control.
Citadel has completed multiple, annual 24/7 “turnaround” projects, where we have been responsible for sampling and record keeping for Mercury, Hexavalent Chromium, Asbestos and Lead including during a three-month project involving 1,800+ tradesmen.
The refinery experienced an adverse event in 2015, to which Citadel responded with up to 14 certified asbestos professionals for several months during the cleanup of the materials disturbed during the event. This included significant coordination with various regulators, including South Coast Air Quality Management District (SCAQMD), as well as the community surrounding the refinery.
Exceptional efficiency and safety: Over the term of several contacts, Citadel established a reputation for safety and efficiency. Citadel achieved Exxon Mobil’s Gold Safety award for six years, while logging in over 64,000 man hours without an OSHA recordable or first aid incident.
