Our Walnut Creek office is Citadel EHS's Bay Area headquarters, supporting clients across San Francisco, Oakland, the East Bay, and the Tri-Valley. We serve technology and software companies, energy and utility operators, biotech and pharma manufacturers, healthcare systems, and large construction and infrastructure projects. Our consultants work daily with Cal/OSHA, the Bay Area Air Quality Management District (BAAQMD), and the San Francisco Bay Regional Water Quality Control Board, and have deep experience with DTSC site cleanups across the Bay Area.

Be Well Irvine Campus
California Commercial Real Estate Services manages the Be Well Irvine Campus Project, a proposed redevelopment in Irvine, California, designed to address critical mental health and substance abuse treatment needs for Orange County residents. The site is located within and adjacent to the southwestern boundary of the former Marine Corps Air Station (MCAS) El Toro and includes buildings previously used for warehouse, storage, office, and training operations. The facilities were decommissioned in 1999.

Agua Mansa Commercial Park
Citadel EHS was retained by KPRS Construction Services, Inc. to provide environmental monitoring and air quality compliance services, including perimeter PM10 dust monitoring, for the Agua Mansa Commerce Park redevelopment. The site — a former cement manufacturing facility in Jurupa Valley, California — encompasses approximately 282 acres being redeveloped into a large-scale warehouse and distribution center with six industrial buildings, utilities, and parking infrastructure.

WAIRE Program Compliance
Citadel EHS provided environmental compliance consulting to assist a nationwide retail client with the requirements of SCAQMD Rule 2305 — the Warehouse Indirect Source Rule (WAIRE Program) — for warehouse properties in the City of Industry and Chino, California, both within SCAQMD jurisdiction and subject to the rule adopted in May 2021.
Education
Lead in Drinking Water Testing
Citadel EHS was retained by Cadence Academy Preschool to perform lead in drinking water testing at two licensed child care centers in the Valencia neighborhood of Santa Clarita, in response to CDSS Provider Information Notice 21-21-CCP, which outlines mandatory lead sampling and reporting requirements for Child Care Centers under Assembly Bill 2370.

Port of Long Beach
Citadel EHS has supported construction and infrastructure projects at the Port of Long Beach for more than a decade, providing multidisciplinary environmental, health, safety, and sustainability services across complex, active waterfront environments. Working with the Port and its construction partners, Citadel helps project teams identify environmental risks, respond to unexpected field conditions, maintain regulatory compliance, protect workers, and keep critical construction activities moving.

Stormwater Monitoring & Reporting
Citadel EHS provides ongoing stormwater compliance, monitoring, and reporting services to Metrolink under an on-call task order supporting multiple rail and maintenance facilities throughout California, with a focus on the Los Angeles Metropolitan Area. Citadel EHS supports Metrolink’s compliance with the California Industrial General Permit (IGP) and related local, state, and federal environmental regulations.
