Stormwater Monitoring & Reporting

Citadel EHS provides ongoing stormwater compliance, monitoring, and reporting services to Metrolink under an on-call task order supporting multiple rail and maintenance facilities throughout California, with a focus on the Los Angeles Metropolitan Area. Citadel EHS supports Metrolink’s compliance with the California Industrial General Permit (IGP) and related local, state, and federal environmental regulations.

Citadel EHS conducts routine stormwater and Best Management Practice (BMP) inspections, including monthly and annual inspections, to evaluate compliance with stormwater and non-stormwater discharge requirements. Inspections include identification of actual and potential non-stormwater discharges, assessment of pollutant sources associated with industrial activities, and qualitative evaluation of BMP effectiveness in accordance with IGP requirements.

Citadel EHS also prepares and updates Storm Water Pollution Prevention Plans (SWPPPs) and provides stormwater quality monitoring and sampling during Qualified Storm Events (QSEs). Services include coordination with certified laboratories, data evaluation, and preparation and submittal of stormwater sampling reports through the State Water Resources Control Board’s SMARTS system.

To support long-term compliance and staff awareness, Citadel EHS conducts annual environmental compliance training, covering topics such as stormwater pollution prevention, Spill Prevention, Control, and Countermeasure (SPCC) requirements, hazardous materials and hazardous waste management, and emergency response procedures. Through proactive inspection, monitoring, reporting, and training services, Citadel EHS helps Metrolink reduce regulatory risk and maintain compliance across its operations.
