Since 2004, Citadel EHS has served as a long-term environmental and hazardous materials consultant to Los Angeles Unified School District (LAUSD), supporting K-12 facilities throughout the greater Los Angeles region. Across approximately 1000+ distinct project assignments, Citadel has provided asbestos and lead consulting, environmental sampling, project design, abatement oversight, air monitoring and clearance, technical reporting, and dedicated staff support for school modernization, infrastructure, technology, maintenance, and capital improvement programs.

A major component of Citadel's work follows LAUSD's phased asbestos and lead consulting process. Phase 1 services include project assessment, inspection, sampling, and identification of asbestos- and lead-containing materials; Phase 2 supports development of project-specific abatement or in-place management requirements; and Phase 3 provides construction-phase surveillance, contractor monitoring, air sampling, clearance, and close-out documentation.

Citadel's support extends well beyond traditional abatement projects. Recent assignments include campus safety and security upgrades, CCTV and intrusion alarm installations, flooring and roofing replacement, HVAC improvements, ADA upgrades, outdoor learning environments, water-intrusion repairs, and other facility modernization projects where construction may disturb regulated building materials. For campus-wide CCTV upgrades, Citadel provides Phase 3 asbestos and lead monitoring as new cameras, pathways, and associated infrastructure are installed through existing school buildings.

Citadel has also provided embedded technical staffing and districtwide environmental support. Under LAUSD's E-RATE program, Citadel maintained dedicated personnel supporting the Information Technology Division as cabling, conduits, and communications infrastructure were installed or replaced at schools throughout the District, providing asbestos, lead, and soil sampling when potentially impacted materials were encountered.

Through this long-standing relationship, Citadel helps LAUSD identify hazardous materials early, integrate environmental requirements into project planning, protect students, staff, contractors, and school communities, and keep critical facility improvements moving safely and efficiently. Our familiarity with LAUSD protocols and active K-12 environments allows Citadel to respond quickly and consistently across a large, geographically dispersed portfolio while providing defensible documentation from initial assessment through final project close-out.
