Industrial Stormwater Assistance

Citadel EHS provides ongoing industrial stormwater compliance and regulatory reporting services for OCTA under a Health, Safety and Environmental Compliance Support Services on-call task order supporting multiple maintenance facilities throughout Orange County.

Each covered facility carries California Industrial General Permit obligations — annual compliance evaluations, SMARTS reporting, and structured response when stormwater results exceed Numeric Action Levels.

Citadel conducts and manages the Stormwater Annual Compliance Evaluations required under the IGP — evaluating monitoring data, reviewing site conditions and BMPs, and preparing Annual Reports for submittal through the State Water Board's SMARTS system. When analytical results exceed Numeric Action Levels (NALs), Citadel prepares Level 1 and Level 2 Exceedance Response Action (ERA) Reports, including data evaluation, BMP effectiveness assessment, pollutant source identification, and corrective action development.

Citadel works closely with OCTA staff to ensure timely reporting, clear regulatory documentation, and consistent compliance across all covered facilities — reducing regulatory risk across the authority's industrial stormwater and NPDES obligations.
