Citadel EHS has served as the on-call environmental and hazardous materials consultant for Valley Presbyterian Hospital (VPH) for over 14 years, providing comprehensive Building Sciences and Industrial Hygiene services across the hospital's campus in Van Nuys, California.

Citadel has supported VPH through dozens of renovations, equipment replacement, and infrastructure upgrade projects, consistently delivering regulatory-compliant asbestos and lead surveys, abatement oversight, ambient air monitoring, and clearance services - all within the demanding environment of a continuously occupied, operational hospital. The relationship spans every floor and department of the facility, from the Basement (Pharmacy, Quality Control, Ultrasound, Sewer Infrastructure, Morgue) through the 1st Floor (Business Offices, Laboratory, OR, X-Ray, ER), 2nd Floor (patient care areas), 3rd and 4th Floors (South Tower corridors), 5th Floor (Telemetry), and the Health Education Center (HEC) Building - as well as exterior and rooftop areas.

Asbestos and lead services have included limited ACM and XRF lead surveys prior to renovation, flooring replacement, equipment replacement, and infrastructure upgrades; asbestos abatement project surveillance with real-time air monitoring; above-ceiling inspections in complex access-restricted spaces; and formal abatement closeout and clearance reporting. Notable examples include asbestos abatement oversight for the OR Surgery Holding Area (2014), Emergency Department Renovation (2015 through 2019), the 1st Floor Business Offices Ceiling Repair (2016 and 2019), and the hospital-wide Nurse Call System Upgrades Project (OSHPD #S210603-19-00, 2022), which spanned the Basement through 5th Floor over multiple mobilizations.

Citadel has also provided lead abatement surveillance and air monitoring for sensitive renovation projects, including the Morgue Renovation (2016), where lead-containing materials required careful handling, containment verification, and personal exposure monitoring to protect workers and adjacent clinical areas.

Beyond hazardous materials, Citadel's Industrial Hygiene team has delivered Indoor Environmental Quality (IEQ) investigations and microbial/moisture assessments for VPH. Following an HVAC service project in the Health Education Center (HEC) Building, Citadel provided consultation, visual inspection, and pre- and post-cleaning air and surface sampling to verify system cleanliness and protect occupant health. In a separate response to a sump pump backup event - which released black water into the Pharmacy, Central Services Clean Storage, Sterilization, Decontamination, and Physical Therapy Whirlpool areas - Citadel conducted a rapid moisture investigation using moisture meters and infrared (IR) camera technology, documenting impacted materials and providing targeted remediation recommendations.

A further example of Citadel's responsiveness was the 4th Floor South Tower water leak, where asbestos-containing plaster ceiling materials were potentially disturbed. Citadel deployed immediately, conducted ambient air sampling, and confirmed airborne fiber levels well below the EPA's 0.01 f/cc re-occupancy threshold - enabling the hospital to maintain safe operations without interruption.

Throughout this long-term engagement, Citadel has maintained a consistent, certified project team under the continuous supervision of a DOSH Certified Asbestos Consultant (CAC), ensuring institutional knowledge of the facility, seamless regulatory continuity, and reliable compliance across every project phase.
