Harbor-UCLA Medical Center

Citadel EHS has supported the County of Los Angeles at Harbor-UCLA Medical Center since 2016, providing environmental, hazardous materials, industrial hygiene, and construction-related consulting across an active healthcare campus. Citadel’s work has supported planning, renovation, demolition, replacement construction, and ongoing facility operations in an environment where protecting patients, staff, contractors, and uninterrupted hospital services is critical.

A major assignment involved an Environmentally Regulated Materials survey for the Restorative Care Village Feasibility Study, covering eight structures across the campus, including the Main Hospital Building, ancillary buildings, and Central Plant facilities. Citadel assessed asbestos, lead, PCBs, universal and electronic waste, radioactive materials, and ozone-depleting substances, providing the County with actionable information for feasibility planning, regulatory compliance, pre-demolition preparation, and future abatement activities.

Citadel has also provided industrial hygiene support during active construction, including a construction dust exposure assessment to evaluate potential worker and visitor exposure to silica and asbestos and develop recommendations to reduce exposure during project activities.

More recently, Citadel has expanded its support under the Harbor-UCLA Medical Center Replacement Program. In 2026, Los Angeles County Public Works authorized Citadel to provide hazardous material survey and monitoring services associated with the new inpatient tower. Citadel is also providing moisture and microbial consulting for the replacement project after rain-related water intrusion affected drywall and insulation while the new building was still under construction. The scope includes moisture investigations, thermographic imaging, moisture measurements, microbial evaluation, post-remediation verification, and as-needed follow-up after future rain events.

Citadel’s value to Harbor-UCLA is the ability to provide continuity across multiple environmental and occupational health needs on a complex, continuously operating medical campus. By supporting the County from early assessment and planning through construction, exposure monitoring, remediation, and post-remediation verification, Citadel helps project teams manage environmental risk, protect building occupants and workers, maintain regulatory compliance, and keep critical healthcare improvement projects moving forward.
