Citadel EHS has supported a California Investment Group with a wide range of environmental due diligence and property development-driven support services on six (6) projects in Southern California, since 2020. This includes preparing ASTM-compliant Phase I and II ESAs, conducting soil characterization programs to assist in developing grading and soil management plans, conducting a range of vapor intrusion risk studies and evaluations, and preparing documents in support of California Environmental Quality Act (CEQA) permitting requirements for site development.

Citadel routinely conducted tasks concurrently under compressed timelines to meet the client’s property development timelines. Citadel’s work to date has been completed within budgets and has met all required development timelines.

Citadel’s environmental due diligence and development support services included:

• Completion of Phase I and II ESAs (compliant with ASTM E1527-21 requirements).
• Completion of soil characterization studies to support site grading plans and provide guidance on the management of impacted and non-impacted soil during construction activities.
• Conducting vapor intrusion risk evaluations using soil vapor data and applicable soil vapor to indoor air attenuation factors and analyzing development plans to estimate indoor air concentrations under future building scenarios.
• Providing recommendations and designs for passive vapor intrusion mitigation measures (VIMs) and associated costs, ongoing monitoring, and reporting requirements.
• Preparation of environmental summary documents in support of CEQA compliance requirements for the developments.
