Citadel EHS guided Industrial Enterprises through a seven-year environmental investigation, remediation, and regulatory closure process for a commercial property in Santa Ana, California. Beginning with environmental due diligence and subsurface investigation in 2019, Citadel developed and implemented a phased strategy to characterize soil, groundwater, and soil vapor conditions, address petroleum-related impacts, and establish a technically defensible path toward regulatory closure.

Following initial investigations, Citadel worked closely with the Orange County Health Care Agency (OCHCA) to advance the property through the agency’s Industrial Cleanup Program. The work included supplemental site investigations, multi-depth soil vapor assessment, groundwater sampling, remedial planning, and targeted excavation of petroleum-impacted soil. OCHCA approved Citadel’s Supplemental Site Investigation and Remedial Work Plan in 2024, allowing the team to move forward with the proposed investigation and focused remediation strategy.

The closure evaluation incorporated applicable DTSC, Regional Water Quality Control Board, and USEPA screening criteria and considered potential vapor intrusion and commercial exposure pathways. Citadel used the resulting data to demonstrate the effectiveness of remediation, evaluate residual environmental conditions, and develop the technical basis for agency closure.

In 2026, the seven-year effort culminated in OCHCA issuing a Conditional No Further Action (NFA) determination for the property. The regulatory milestone successfully transitioned the site from environmental uncertainty through investigation and targeted remediation to agency-approved closure under the evaluated commercial-use scenario.

The project demonstrates Citadel’s ability to manage complex environmental cases from initial investigation through remediation and closure-combining sound science, regulatory strategy, persistent agency coordination, and focused remedial action to achieve a defensible outcome while supporting the property’s future use.
