Overview
Achieving regulatory closure is often the final and most important milestone in the environmental remediation process. Citadel EHS works closely with regulatory agencies, property owners, developers, attorneys, and responsible parties to develop practical, scientifically defensible strategies that support site closure while managing project costs and long-term liability.
Our team provides technical and regulatory leadership throughout the investigation, risk assessment, remediation, and closure process. In many cases, active remediation can be completed years before regulatory closure is achieved. We help clients evaluate opportunities to transition from active remediation to long-term monitoring, risk management, and stewardship programs while maintaining compliance and positioning sites for eventual closure.
By combining strong regulatory relationships, sound science, and a thorough understanding of agency requirements, we help clients navigate complex environmental challenges, negotiate risk-based cleanup objectives, and advance sites toward regulatory closure. Our goal is to develop efficient, defensible solutions that satisfy regulatory requirements while supporting redevelopment, property transactions, and long-term asset value.

How we've delivered

Private Property Owner & Redevelopment Team
High-Priority Dry Cleaner Remediation & Redevelopment Support
Citadel EHS implemented and manages the remediation of a high-priority dry-cleaning site in Marin County, under the oversight of the San Francisco Bay Regional Water Quality Control Board (SFBRWQCB). The site, which is among SFBRWQCB's highest-priority cases, was impacted by chlorinated volatile organic compounds (VOCs) contamination in soil, soil vapor, and groundwater from historical dry-cleaning operations.

Industrial Enterprises
Industrial Enterprises – Complex Remediation & Regulatory Closure
Citadel EHS guided Industrial Enterprises through a seven-year environmental investigation, remediation, and regulatory closure process for a commercial property in Santa Ana, California. Beginning with environmental due diligence and subsurface investigation in 2019, Citadel developed and implemented a phased strategy to characterize soil, groundwater, and soil vapor conditions, address petroleum-related impacts, and establish a technically defensible path toward regulatory closure.
1000 Sutter, LLC / Episcopal Community Services of San Francisco
UST Investigation & Regulatory Closure
Citadel EHS helped guide a complex underground storage tank environmental case at 1000 Sutter Street in San Francisco through investigation, corrective action, and ultimately regulatory closure. The case involved historical releases associated with former heating-oil USTs beneath and adjacent to a long-established urban property, requiring investigation of soil, groundwater, and soil vapor conditions within the constraints of an existing building, sidewalk, utilities, and surrounding development.

BH Luxury Residences LLC
