Citadel EHS performed an Environmentally Regulated Materials (ERM) survey for the redevelopment of the Los Angeles County General Hospital in Los Angeles, California. The survey included the main hospital building, a multi-wing, an 18-story building with a basement, a concrete structure with multiple levels and areas of roofing, built in the late 1920’s to early 1930’s.
There are several other buildings on the site, and the site itself. Over 1.5 million square feet of buildings were comprehensively surveyed by Citadel. The survey was conducted to identify environmentally regulated materials that could impact planned renovation and demolition activities and to support compliance with federal, state, and local environmental regulations.
The project involved inspection and sampling of suspect asbestos-containing materials, evaluation of lead-containing coatings and finishes, and identification of other Hazardous Materials. The survey was conducted in accordance with regulatory requirements including Cal/OSHA, USEPA/NESHAPS, and South Coast Air Quality Management District (SCAQMD) standards.
The ERM Survey Report provided the project team with a detailed inventory of environmentally regulated materials present within the facility. The findings supported the redevelopment planning process by identifying materials requiring abatement, specialized handling, or regulatory compliance prior to renovation activities.
Following the hazardous materials surveys, Citadel performed a Phase II subsurface investigation and a Methane Survey of the site, the results of which were used to help plan the project, decide which areas of the extensive site to position buildings on, and facilitate further investigations. Based on the findings of the investigations, Citadel prepared a conceptual level Methane Mitigation design and a Soil Management Plan to address hazardous soils on site
