The Santa Ana Civic Center Redevelopment Program is transforming a significant portion of Orange County's government campus through the replacement of aging facilities with a modern mixed-use civic complex that will consolidate public services and include new event and conference facilities. The long-term redevelopment effort is being implemented in multiple phases and requires careful management of environmental risks associated with demolition and construction activities.
Citadel EHS partnered with Griffin Structures and Orange County to support the redevelopment of Buildings 10, 11, 12, and 14 through comprehensive hazardous materials consulting, environmental compliance, and remediation support services. Citadel conducted demolition-level surveys for asbestos, lead, and other environmentally regulated materials, helping the project team identify potential risks early and maintain regulatory compliance throughout the redevelopment process.
In addition to preparing abatement bid documents and supporting contractor procurement, Citadel provided continuous oversight and monitoring during hazardous materials removal activities to help protect worker safety, maintain project schedules, and minimize environmental liabilities. The team also performed soil sampling and analytical investigations, supporting waste characterization, hazardous soil management, and disposal requirements.
Through a multidisciplinary approach that integrated industrial hygiene, environmental compliance, hazardous materials consulting, and remediation expertise, Citadel helped the project team proactively manage environmental risks and facilitate the safe advancement of this high-profile public redevelopment project.
